The state and not the counties or municipalities in question determine where brothels are legal. That creates a situation where localities have brothels the inhabitants don’t want. The situation has led some counties to enact passive-aggressive licensing requirements and other laws aimed at legally harassing brothels and the women working in them. One county, for example, does not allow brothel workers to register cars in that county.
