In all 3 cases the answer is yes and no; in the direct sense it is not female dominated many of the leaders would be men etc the same points that everyone should know by now. Here’s the deal, women are the reason men have went to war in the first place before you go hear me out, wars are made to gain resources like food land gold and women, woman have been the limiting factor in reproduction / increasing population aka workers and manpower because of that they are valued greatly because if you lose one your going to get less man power later on but that is not all.
They also choose man with the most resources because that is more advantageous to them for survival and reproduction you need protection and food which they both with a physically less capable body, less motivation for / arguably worse at practical thinking (everything related with manipulating the world around you for your own advantage including science) they choose men with the most resources > those men want women + limited resources> men fight over resources voila you got war created from simply women and men.

So to the original question no Isis Saudi Arabia and Iran are all not female dominated but the men in there all want women (besides the MGTOW) and that is what without them even trying to manipulate make men do what they want just to get the women and the children she can bear.
