White House Signs The "Countering Disinformation And Propaganda Act" Into Law

Friday 24th Dec 2016 is the day information censorship became part of Federal Law in the United States of America.

With the US population embracing the Christmas holidays and oblivious of most political news, Obama quietly signed into law the 2017 National Defense Authorisation Act (NDAA) which authorizes $611 billion for the military in 2017. A seemingly innocuous action.

While the passage of the NDAA – and the funding of the US military – was hardly a surprise, the biggest untold news is what is buried purposefully deep inside the provisions of the Defense Authorisation Act – well away from the public eye – Bill H.R. 5181

First reported in early June 2016 by ZeroHendge – Bill H.R. 5181 implements the U.S.’s very own de-facto Ministry of Truth that had been quietly introduced in Congress but never publicly debated or opposed.

As with any legislation attempting to dodge the public spotlight Bill H.R. 5181 – the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and a legal mandate to stultify avenues of accurate information.

Long before the “fake news” meme became a daily topic of discredited mainstream portals as CNN and WaPo, H.R. 5181 would task the Secretary of State, Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true Dystopian manner — to ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.

In short, long before “fake news” became a major media topic, the US government was already planning its legally-backed crackdown on anything it would eventually label “fake news.”

Following Friday’s Obama signing of the NDAA on Friday evening, the Countering Disinformation and Propaganda Act is now law.

The bipartisan Countering Disinformation and Propaganda Act is organized around two main priorities

a.The Global Engagement Center (under military control) will develop, integrate, and synchronize whole-of-government initiatives to expose and counter foreign disinformation operations by our enemies and proactively advance fact-based narratives that support U.S. allies and interests.

b. the legislation seeks to leverage expertise from outside government The legislation establishes a fund to help train local journalists and provide grants and contracts to NGOs, civil society organizations, think tanks, private sector companies, media organizations, and other experts outside the U.S. government. In other words – mercenaries

And so, with the likes of WaPo having already primed the general public to equate “Russian Propaganda” with “fake news” (despite admitting after the fact their own report was essentially “fake”), the scene is now set for the US government to legally crack down on every media outlet that the government deems to be “foreign propaganda.”

The US media is required to indoctrinate the public to assume that any information which is not in compliance with the official government narrative, or dares to criticize the establishment, is also “fake news” and thus falls under the “Russian propaganda” umbrella.

What does that mean for any medium of conveying news in the United States?
It means simply that any medium – print or person – is required by Law to support the work of the Ministry of Truth or b prepared for the penalties. The agents of the Ministry can and will be anybody and everybody.

This includes the Judiciary and Legal System – which can invoke H.R. 5181 for any perceived counter-espionage work including surveillance and arrest of US citizens who may not have legal recourse under the First Amendment.

Just like that, the US Ministry of Truth is officially born.

If you have read HG Wells’ 1984 – this is only the first step.

My first thought while reading this was, why would Obama give that kind of power to Trump on his way out the door? Trump is a month away from being in charge of that branch of the government. I guess if you think the two parties are essentially working together and that the “deep state” is real, this just confirmed your answer.

But, if you think that Trump won because of fake news and that putting him in charge of deciding what is fake news is going to stop him, well then you are a special brand of stupid.

I have lived through the 60’s and this is getting as bad very quickly.
The Act is a powerful legal tool to stop anyone from standing up to the establishment. In essence they will do it – because they can.

If this law was in place before the election – very likely Trump could not have won as they would have blacked out his team and possibly his individual account. Maybe arrested him? Possibility.

Since this is an Act of Congress there is nothing Trump can do until he is well in place. After his wrangling with Congress, the House and the Supreme Court – they believe it will be too late. That is – if he wants to repeal the Act. (I hope so)

Anecdotaly virtually the only info one could find on the first few pages during the EU referendum campaign was pro remain and demonising of leave supporters. Similarly all we heard on BBC news was anti trump and almost nothing could b efound about all the crimes Clinton is suspected of.

Anyone else find it funny the press buried this story. I guess the press does not yet realize that this law will be enforced by an man (Trump) they have been publicly harassing for the last year and a half.

Though, it is likely this law will be challenged in court.

Hey Yumbo—so true BUT The more they exercise control the less validity and legitimacy they have. OK they might be able to control the narrative and silence dissent but who will believe anything they say? Already some people almost automatically believe the opposite of anything the government mouth pieces spew. Of course in the end this may not matter at all.

But in any event we now have our very own ministry of propaganda, and with any government agency all it ever does is grow and grow and grow.

Agreed 100% – as we both know it is doomed to fail one day as more people are becoming aware. That just makes them more desperate I guess.
Hopefully I can help to keep tabs on how these people think and then progressively try to enforce a Police State for as long as they can and by any means necessary. 🙂

What has changed is no one believes the press’ bulls~~~. Even if the government censors everyone but the press. Which would create a lot of other problems. No one is going to believe the bulls~~~ coming from the press.
