This one has to do with reproduction. The Russian government knows that it needs more native Russian people without importing them from another nation so banning internet porn is their way to try to get men off their asses and try to hook up with women. With the Christian church there they will enforce marriage therefore higher birthrate among native Russians.

But even the Russian guys know their women are c~~~s who will sell themselves to foreigners like Americans for profit and they will go into the porn industry so it is better they just jack it off or pay for a hooker rather then to try the traditional route of marriage there.

When it comes to being effective this won’t be effective because Tor and proxy’s exist so they can watch their porn without the blockers being on the internet.
