Windows 98 SE still ran on later machines with 2 GB RAM and faster CPU’s.

Yes, the German Bundestag used it until 2015. And this cost 120000 Euros in update fees.

And our local hospital still has XP running on some equipment.

Sometimes the hardware it supported was quite expensive and cannot be replaced like a cheap home PC.

I also have 2 XP PC’s to keep some old EEPROM flasher and other tools running that still need the COM and LPT ports.

Like some of my satellite boxes.

And saving crashed/bricked Garmin units worked like a charm under XP.
