If the system manages to give any sort of loophole that will be exploited, then it will be exploited. I think Japan is the most feminist nation on Earth right now, but Toronto is the most feminist city. If Canada was smaller, it’d probably be the worst, but what saves Canada is that it’s so big and spread out, so outside of some of the major cities, especially Toronto, things aren’t as bad. This is also why Japan is such a mess, as it’s like one giant city pretty much.
