there wasn’t much of Libya to be destroyed anyway, and alot of infrastructure was destroyed during NATO strikes but thats because Gaddafi regime intertwined civilian and military communications and power grid lines. it take him down alot of the civilian infrastructure had to be destroyed.
I didn’t like Gaddafi partially because when he took power after the kingdom he confiscated and publicized my grandfather business and properties along with thousands of other private businesses, but the situation under his control was much better than it is now in Libya.

he appeared to be progressive but only to serve his needs and his family needs to further his gains in africa and achieve his dream to become the king of it. one of his sons was progressive though, but by the time he wanted to help it was too late.
