Most Police only have very basic first aid training and are taught to not endanger themselves to blood borne diseases like HIV and Hepatitis. So they’ll stand by and wait for the Ambulance rather than touch you, and if you die so be it in their eyes. And this doesn’t just go for homeless people either. I have seen it many times.
