It appears that the Executive order(Executive Order 11110 Signed 6/4/1963) was simply ignored by all following Presidents. I recalled it from a video about Johnson doing that which was wrong information. Johnson was still a piece of s~~~. So, I must issue a retraction of that statement.

States Notes he had issued were immediately taken out of circulation.
Federal Reserve Notes continued to serve as the legal currency of the
nation.

Someone ordered Kennedy’s non Federal Reserve Notes to be immediately removed from circulation though. The link gives a good summary of the Federal Reserve too.
