Scholarships and another financial aids

Greetings everyone!
How do you find money for education? As for me, I graduated last year in Russia and my bachelor degree is radio engineering in telecomunnications. I decided to get international masters degree abroad. I think about going to Germany and finish it there but I have to find 8640 EUR=10000$ in order to request student visa. It’s money for accomodation but I have no idea of how to get except DAAD or Erasmus site. Who has the experience of studying in Germany or any other EU countries?
Furthermore, I always think about studying in the USA or UK. How do you look for financial aid here?
