That’s definitely a moonshine accent. I’m going to go with carefully crafted character (need to see his teeth to be sure) but this kind of guy is what rednecks would call a hick.

Steve Jessup is from Louisiana.  He’s a coon ass as we call them here in Texas.  He’s funny as hell!

BTW, the sock full of rice really does work.  I have one in my freezer.  You can heat it up or chill it depending on your need at the time.
