Depending on the size of the piece, you could also use electrolysis to remove the rust before applying primer. Fill a plastic bucket with water, add a bit of borax, and hang both the piece and a scrap of rebar from a length of wood that lays across the top of the bucket, using bare coat hanger wire. Set the charger to 12V/2A. Attach the positive clamp to the wire holding the rebar, and the negative to the wire holding the workpiece. You should see good results within two hours or so.
