Check out the Venezuelan “colectivos” – they become an unofficial arm of the gov’t and can viciously beat citizens against the gov’t without the gov’t getting caught up in it. In exchange, the government lets them run criminal enterprises (drugs, human trafficking, etc.) and it makes for a tidy arrangement.

When it comes to blackmail though, paying them tells them exactly how much “hassle” it’ll take to get paid a second time – and a third, and a fourth, and so on. It sets a precedent.

Logic guides your actions, emotion guides your morals. Only you may decide how you use them.
