    Does Trump demanding that it include revisions to increase privacy rights count as draining the swamp, or is FISA not part of the swamp that needs to be drained?

    President Trump may veto the bill if he does not get those changes.

    Imagine this, President Trump vetoes the bill and Congress overrides it, meaning republics and democrats would have come together to gain the two-thirds votes needed to override the veto in the House and Senate.

    Then, President Trump can comment, “It seems bipartisanship only exists when creating a police state.”

    Also, in the next Presidential Election, President Trump can point out he did try to make changes that Congress refused to make, even to the point of vetoing the bill. Meanwhile, it is likely the person running against him would have voted to override the bill just to spite President Trump.

    In a free and open democracy, anything done in secrecy is problematic. Obama used it as a tool to spy on Trump.
