If a woman is attracted to a man, for whatever reason be it looks or wealth or power or whatever, then anything he does will be interpreted by her to reinforce her prior feeling about him. The same goes for men she is not attracted to, only going the other way. This is why the same exact behavior in two different men will be considered “romantic” from one and “creepy” from the other. The difference is all in her head. There is no objectivity in women, just their own subjective wants.
