What is it about neighbours? We live in a building divided into apartments. We share in building costs for shared areas, such as rooves, walls etc.

Our neighbours own their apartments here either as second homes or to rent to tenants. They are wealthier than us, certaintly from a priviledged class. They are not billionaries, but most certainly millionaries. One might be poorer than that, as the family is giving their wealth away to children before they die.

But what it is about neighbours and neighbours from a wealthy, priviledged class?

If we tell them there is a case they owe money to us for building works, they ignore us.

If we tell them our preferences, they ignore us.

If we tell them the truth and present photographic evidence and documents, they berate us and deny it, until they can deny it no more.

Everything they say to us is wrong, and they only admit they are wrong, when they are practically forced to under the weight of evidence.

They even say things that are clearly untrue and anybody with eyes in their head can see. Recently they even denied the presence of about huge objects in the street in plain sight. They only admitted the truth after photographs were emailed to them and even then they initially said they could not see the photographs!

In recent times we presented to them the legal documents showing how costs should be shared. The torrents of email abuse and legal threats we got were over-the-top. We were threatend with debt being held against us (debt for things they were going to purchase in the future!), filing financial reports showing we owe money, threats of legal action… In the end even their wives sent us emails suggesting we move out of our home and trying to shame us.

We have been told not even to bother to try present legal documents to them as they always vote against us and they tell us our legal documents describing how costs to be shared aren’t worth anything. This is despite our legal documents being filed with the government decades ago. In fact because our legal documents concering costings are so old, they tell us they are not longer valid, because the house changed over time!

I never heard that a legal document for home ownership and billing becomes invalid just because a few things in another apartment are changed unilaterally?

I just don’t know what to do.

Going to a lawyer isn’t going to cut it. Lawyers here charge the equivalent of thousands of dollars and in the past they are useless. They just constantly inflate bills and do hardly anything. The last time we went to a lawyer he sent one letter and gave us a large bill. We paid it immediately. Then 6 months later he sent us another bill despite not talking to us since then. We managed to get him to cancel the second bill for no new work. We even thought free legal advice from a government supported service, but our neighbours constantly ignore the free advice we received.
